范文：With the progress of agricultural technology there are still some people starving, which attracts attention in the public. People are looking for the reasons behind this, and more importantly, what measures should be taken to address this issue.

Undoubtedly, our current grain and crop production should increase under normal conditions. However agricultural production is closely related to many industries and factors. First, in many military conflicting areas or areas of political unrest agricultural production cannot be run in a stable and smooth way. When transport lines have been cut off, and even farmers themselves are worried about losing their lives and choosing to flee their homes, it is obvious that these factors have brought devastating damage to the local agriculture industry. In addition, some food shortages are also caused by extreme weather. For example, rainstorms floods, droughts and hurricanes caused by the El Nino phenomenon are capable of resulting in the complete loss of local agricultural production.

Although military conflicts and extreme weather are unavoidable, we can still address the issue by other means. First, a practical and effective way to help those who are in need of food is by means of international aid. The local residents can live on reliable food sources with the distribution of international organisations and charities. Second when geological disasters or climate disasters suddenly strike an area, people should rely on local food reserves. In comparison, this strategy is much more responsive and efficient. Therefore, the local govemment should increase the local grain reserves based on the actual circumstances and make sure they are well prepared for any natural disaster.

In summary, today both human and natural factors contribute to people going hungry. So, the necessary measures must be put in place well in advance so as to minimise, or prevent, this phenomenon.

雖然軍事沖突和極端天氣無法避免，但是，我們仍然可以采取一些其他的方法來解決這一題。首先，一個實際且有效的方式就是通過國際援助來幫助那些需要糧食的人們。通過國際組織和慈善機構的調配，當地居民就可以獲得穩定的糧食供給。其次，對于突發性的地質災害或者氣候災害，人們就要依靠本地的糧食儲備了。相比之下，這一策略更加快速、有效。所以，當地政府應該根據實際情況增加本地的糧食儲備，以備不時之需。

總之，導致人們挨餓的原因既有人為因素也有自然因素。因此，必要的措施必須提前到位，這樣才能盡量減少或避免挨餓現象。
