With the progress of socialisation, the lack of freshwater resources problem has been much discussed. Some people claim that freshwater resources should be used without any restrictions. However, others think that it has to be strictly regulated by the government

In many communities, people advocate for freedom and equality. They often believe that everyone has the right to use freshwater resources at their own discretion. In fact, the distribution of freshwater resources is extremely uneven on this planet. In some areas of the world, freshwater resources are abundant, but in other areas the distribution of fresh water has even become an extremely difficult challenge, as it is so scarce. If everyone thinks that they can use water resources freely, it will only aggravate the shortage of fresh water in the area.

The governments coercive measures are the only way that can ensure rational uti/sation of water resources across the country. For example, when the government implements a differential pricing policy or water, people will try to avoid wasting running water due to the increased cost. Washing vegetables washing dishes and flushing toilets are areas where people will start to conserve water. and not to waste water. In addition, only by passing new laws can peoples behaviour and habits change. People have to realise that profligacy of freshwater resources is a senous crime. For example, when residents water their gardens outside the designated time, they must be punished

In summary, we all have to conserve water and not waste water, this is in the best interest of everyone. It seems that only the intervention of the govemment putting restrictions on water usage can protect everyones rights to have access to fresh, clean water.

只有政府的強制措施才能確保整個國家合理地利用水資源。比如，當政府執行階梯水價制時，由于費用不斷增加，人們會盡量避免浪費淡水資源。在洗菜、洗碗、沖馬桶等方面，人們會開始節約用水，而不是浪費水。另外，只有通過法律的手段才能改變人們的行為和習慣。人們必須意識到，肆意揮霍淡水資源是一種非常嚴重的罪行。比如，如果有居民在規定的時間之外給花園澆水，他們就必須受到懲司。
